of content: The new Plant Quarantine (Regulation of Import into India) Order,
2003 details the import requirement relating to import of plants and plant materials
into India. This order, which is in line with the International Standards of Phytosanitary
Measures of the International Plant Protection Convention, is a comprehensive
Phytosanitary regulation and replaces the existing Phytosanitary regime of the
Country, i.e. the Plant, Fruits and Seeds (Regulation of Import into India) Order,
1989 and other related erstwhile import regulations. The Plant Quarantine Order,
2003, which is based on Pest Risk Analysis, contains new terms and definitions
and prescribes additional declarations in respect of a number of commodities.The
order contains the following schedules:· Schedule I: Points of entry: airports
(12); sea ports (34); land border stations (13)· Schedule II: Inland container
deports and container freight stations (60)· Schedule III: Foreign post
offices (11)· Schedule IV: Prohibited plant species· Schedule V:
Restricted plant species permitted by authorised institutions.· Schedule
VI: Restricted plant species permitted generally with additional declarations
(74 commodities ) (as amended)· Schedule VII: Plants and plant material
permitted with normal PSC (83 commodities) (as amended)· Schedule VIII:
Quarantine weed species (61)· Schedule IX: Inspection/ treatment and other

Order, 2004 dated 6 February 2004, is an addendum to the Plant Quarantine (Regulation
of import into India) Order, 2003, vide which some of the provisions of the latter
Order have been relaxed and a number of new plant materials and plant species
have been incorporated in the above Schedules, making import of the same into
India possible. Being a modificatory order, the Plant Quarantine (Regulation of
Import into India)(Amendment) Order,2004 dated 6 February 2004 may be read with
the Plant Quarantine (Regulation of import into India) Order, 2003.The detailed
